Blair Brings 20+ Years of Intelligence Community Leadership to QuSecure as Federal Agencies Enter a Critical Phase of Post-Quantum Cryptography Migration
SAN MATEO, Calif.--(BUSINESS WIRE)--#PQC--QuSecure™, Inc., a leader in post-quantum cryptography (PQC) and cryptographic agility, today announced that Eman Blair, former CIA Senior Intelligence Service Officer, has joined its Federal Advisory Board.

Blair joins QuSecure as federal agencies move from planning to execution on PQC migration initiatives. Following NIST’s standardization of post-quantum algorithms and the implementation of federal directives, including CNSA 2.0 which mandates quantum readiness by 2027, federal agencies are increasingly focused on identifying vulnerable cryptography and modernizing cryptographic infrastructure for a quantum-secure future.
Blair retired from the Central Intelligence Agency (CIA) in 2023 after more than two decades of service, earning the Distinguished Career Intelligence Medal. She held senior executive roles spanning data, cyber, cloud adoption, digital innovation, and defense coordination, including titles of Chief Data Officer, Deputy Chief Information Officer, Chief of Digital Innovation for Europe and the Counterterrorism Mission Center, and Senior Representative of the CIA Director to the Department of Defense. She also served as Chief of Leadership Development at the CIA Leadership Academy; and holds graduate degrees from Durham University and the University of Maryland, and a bachelor’s degree from Kuwait University.
“Eman spent her career leading some of the most complex data, cyber, and technology modernization efforts in government,” said Brian Cunningham, EVP Strategy & Growth, QuSecure. “As agencies implement post-quantum requirements, her experience managing mission-critical systems at scale provides valuable insight into how organizations can modernize cryptography while maintaining operational continuity.”
“During my career at the CIA, I watched the quantum threat move from theoretical to near-term,” said Blair, Former CIA Senior Executive. “The institutions I served and the systems I helped build are exactly what adversaries with quantum capabilities will target. QuSecure is focused on making post-quantum protection operational for the organizations that need it most. That is why I joined their Federal Advisory Board.”
About QuSecure
QuSecure is a post-quantum cryptography (PQC) and crypto-agility pioneer that provides the cryptographic control plane for enterprise cryptographic infrastructure. Recognized as the Global Post-Quantum Cryptography Product Leader, QuSecure enables organizations to build a complete cryptographic inventory across their networks, enforce policy-based governance, and roll out compliant cryptography, from TLS upgrades to full post-quantum migration, without application rewrites. Its QuProtect R3 platform enables security teams to swap algorithms and push cryptographic policy changes across their entire network from a single control plane. Backwards compatible with legacy infrastructure, QuProtect R3 operates across cloud, on-premises, air-gapped, and sovereign environments, supporting compliance with CNSSP 15/NSM-10, CNSA 2.0, PCI DSS, DORA, and more.
