On August 4, 2026, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published final rules covering 16 separate regulatory topics under HM-268A through HM-268P. The updates include a revised aerosol definition, smaller limited quantity markings for certain highway, rail, and vessel shipments, and increased lithium battery allowances under the Materials of Trade provisions. PHMSA also introduced options for maintaining certain emergency response and registration information electronically and adopted or revised several special permit provisions. Together, the rules modernize portions of the Hazardous Materials Regulations while reducing certain regulatory and administrative burdens. Effective dates vary, with many of the changes taking effect September 3, 2026.
